Sticky Tabs between students / Fixed slow pages

1. Sticky Tabs between students
-- When switching between students while editing/adding activities, it would be helpful not to default to the Today-Daily page but be on the same tab where one is editing. This applies to all tabs except the Home tab.

2. Fixed Slow page display on Activities -> Copy, Courses - > Copy, and Admin -> New Resource Usage.

3. Removed Reports -> Test Scores Chart
-- The page is resource intensive and does not have much value.
